1)About the CoC from their website:
The Detroit Continuum of Care (CoC) is a year-round planning body of representative stakeholders working toward ending homelessness. The coverage area is Detroit, Hamtramck, and Highland Park.
2)The CoC’s work includes gathering and analyzing information to determine the local needs of people experiencing homelessness, implementing strategic responses, and measuring results.
6) Sylvia Thompson, Chairperson is starting the meeting
She would like to follow the agenda guide. Public comments will be at the end of the meeting. Meeting should end by 4:30p. Chat is welcome.
Kianna Harrison from Hand has an announcement. A complete policy overhaul to be addressed at the next meeting. The draft is in the packet for review.
Terra Linzner from the City of Detroit discussed the CoC strategic plan.
Amanda is discussing awards funding:
All renewable funding was awarded.
Funding awards are part of the meeting packet. https://t.co/WTSEcxXdAu
Calling for a vote on the last meeting minutes.
While members are voting, CAM Transition Update is being discussed. Tasha Gray and Katie are tag teaming.
From the website:
Since the inception of coordinated entry (CE) in our community, CAM has resided at the same lead agency. Effective September 1st, 2023, that agency will no longer serve as the lead agency.
Since CE is the front door to our homeless system and a requirement of HUD, it is a critical component of our homeless response system that we must sustain.
This is a resource hub for the CAM transition. The page is updated regularly.
The feedback mechanisms to inform the RFQ development. Compensation was given for feedback. There is document of all feedback in the meeting packet. https://t.co/qLWuOQ0fFS
Primary client complaint was long wait time to be connected with CAM: https://t.co/uYBwYS2oSu
Quality of shelters is a concern. Also, clients would like more feedback on their experiences with CAM.
What are the resources that can be offered to clients to empower their experience. https://t.co/AS3hwrUOSE
Tiny Homes project concern of an ill resident being evicted even though she is paying rent. The speaker is new and has been directed to wait for the public comment section.

Vote required: Amanda Sternberg explaining the project. The vote is to approve transferring the project from
ACCESS to another agency due to capacity concerns. https://t.co/QptYee0olI
No clients or staffing would be affected by the transfer as there are no clients being served.
The 2021 grant would be recaptured by HUD https://t.co/m4IFmDMTsr
Questions:
1. Does recapturing negatively impact CoC? Answer: not really
-
Will the complete grant be recaptured? Yes
-
This is a domestic violence grant. Are there concerns that there are not enough agencies to apply? Answer: no
Vote to transfer ACCESS grant: Motion granted to vote https://t.co/WaMFl0Mm73
Still following agenda: Veteran Leadership Committee Report discussing 211 Glendale: https://t.co/Jni2Mm9x7g
The request is that CoC not recognize 211 because it is privately managed https://t.co/5DNG87woaE
Question: Why is it a concern if CoC counts this property as inventory?
The lead agency does not want to make a decision to not include the inventory without approval from the board. Lots of acronyms: the HIC, HMIS,HAND.
Property still belongs to Detroit Rescue Mission. Concern about entering data about housing units. Private landlord’s don’t enter tracking data.
Data is also not being entered because there is no service provider. Elite management is managing 211 Glendale which is veteran housing.
This has been a long discussion about this property. New concern: Does CoC have standing to make the decision to grant the waiver?
The question is a waiver to not include 211 Glendale to not be included as homeless housing and to waive data entry. Motion and support. Asking for vote now.
Last mile goals to reduce recidivism. Better data collection by hiring for 2 new data collection roles. Better collaboration with various services and improve policies.
Timeline will be revisited in April to see if enough progress has been made to meet the 2024 deadlines. https://t.co/LduA9riaNL
Quick break at 3:57. Meeting has resumed at 4:02p. Now calling for Public Comments. Rules are being discussed.
Tahira Ahmad was first. Her concern is about Taura Brown facing eviction from a Tiny House.
Taura Brown has commented about the eviction. She has said the CoC board will not help. Her rent is paid on time. This is a retaliation for speaking out against tax dollar malfeasance and other issues relating to black residency and activism in the city of Detroit.
The meeting has concluded at 4:15p. They really kept that agenda moving.
This concludes the Detroit Continuum of Care Board of Directors meeting. The next meeting is scheduled for May 1, 2023. For more meeting coverage, check out http://documenters.org.
